No. the doctors could have taken an entire different course, and caused less trauma and frustration just by fixing what went wrong instead of completely changing his gender.
b. What other methods or actions could have been taken?
Well instead of changing him to a her, they could have just fixed the mistake by tying it of so it could be fixed in the future. if they can give a girl, who has never had a penis before, a penis, then they can fix a guys.
c. Who is to blame and how can this be avoided in the future.
The doctors are to blame for this. Why? They made a mistake during the circumcision, which could have been resolved easier than giving the guy an entire sex change.

This is a tragic story that could have been avoided. Yes, he may still have had complications after the circumcision, but at least he wouldn’t have had to live with a trauma of being a male, then a female, and then a male again.

Can't help but feel for the guy. Why go the extra mile to cover your mistake, when you can just fix it with LESS effort?
I agree. The doctors made the man have more problems than he would have if they just left the problem as it was.
I agree that even though the dr's messed up taht they should've grafted his aprts back on. Or given him therapy to live with his condition.
